Anyone read 'Soziale und finanzielle Grundlagen der Tirpitzchen Flottenpropaganda' by Eckart Kehr and want to tell me which factors it claims hindered early moves towards fleet construction?

I've got a couple, but it feels like there should be more, but all I can find is stuff about what happened once it got going. Dammit. I've done all I feel I can do on it and my next lecture isn't until one and I'm bored in the boring computer room.
